A nice and unusual ersatz home made medal mounted bar. Using some kind of lettered metal as a plate for backing. (I switched and reversed the photo round to show it was legible German). The Iron Cross has been mounted backwards, possibly done as a mark of resentment against the German defeat of WWI under Kaiser Wilhelm II.
